It’s called a moving picture. A series of pictures differing slightly are played sequentially at a given speed gives the illusion of motion. It was a technique pioneered by English photographer Edward Muggeridge in the 1870’s.

Depending on current and ever changing public opinion these inner groups are wheeled out as propaganda to relate those ‘voters’. Whatever inner group on left or right is flavour of the month, the real power remaines in the hands of the same people regardless.
