Did this guy attempt to coerce the NZ government? Beyond sending a manifesto what are the motives ? Reason? Aims ? What is this guys political agenda and how did he use coercion of the government to achieve those goals?
So far he has only been arrested and charged with murder, not terrorism. You would think that would be charge number 1.

Maybe I’ve missed something, I’m just not seeing the coercion element. In this case his manifesto was just what made sense to him. If he attempted to get the manifesto ratified into law, and a mosque an hour would explode until that happened, I’ll concede it’s terrorism.
i Think planning has nothing to do with it. It’s better if you do, but not a requirement of terrorism. Also if he did it in the name of white power that’s not coercion of any government, there was no do this or I will shoot up a mosque. He just hated Muslims so killed some. That’s racially motivated murder, not terrorism. If it is terrorism then any and every violent act against a civilian must be classified as terrorism. For example:
Civilians suffering in Venezuela as a direct result of economic and political sanctions instigated by The USA is terrorism
A proxy war between Iran and Saudi Arabia, Trump does a billion dollar arms deal in full knowledge the Saudi’s are bombing civilians = terrorism
Bono’s onesie picture being inflicted on the denizens of MZ, = terrorism
